Crown Commercial Service (CCS) supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2022/23, CCS helped the public sector to achieve commercial benefits equal to £3.8 billion, supporting world-class public services that offer the best value for taxpayers.

The Low Value Procurement System (LVPS) offers a simple solution for below-threshold procurement requirements, providing a flexible route to market where suppliers can join at any time. This framework supports the government’s SME policy and contributes to the Social Value outcome of increasing supply chain resilience and capacity. By fostering a diverse supply chain, including new businesses, entrepreneurs, SMEs, and VCSEs, the LVPS ensures that public sector contracts are delivered by a wide range of capable suppliers.

The LVPS is equipped with a dynamic filtering system, which offers customers flexibility based on the specific goods and services they need, their SME status, and their location. This dynamic filtering ensures that the right suppliers are notified about opportunities relevant to the common goods and services they are able to provide, thereby increasing efficiency and relevance in the procurement process.

The TISCreport Human Rights and Environmental Due Diligence Data Platform has been appointed on the system to enable customers to access comprehensive supply chain transparency services designed to mitigate risk and enhance compliance and social impact. This framework empowers public sector organisations to procure these essential services with confidence, knowing they are receiving the best value for their investment.

The LVPS is fully compliant with the Public Contracts Regulations 2015 and aligns with the Procurement Policy Note (PPN) for Public Contract Thresholds 11/23. Additionally, the system allows for direct award, which is compliant with the Public Contract Regulations 2015, provided it aligns with the customer’s corporate procurement policy.
