The first column is the percentage of organisations in that sector that are now overdue, in that they are required to comply and have had 12 months to do so.
The last column is the percentage over the whole sector, i.e. including those organisations who will need to comply but have not yet had an entire 12 months to do so.
The table is ordered with the sectors with the least number overdue at the top (i.e. the best players at the top and the worst at the bottom)
